这应该不是一个很好的文体，while 从句的逻辑主语应该指the Petrochemical PTA plant upgrade，后半句这样改写一下会更好：while a 32% reduction in overall energy consumption was achieved.

备注:现在分词 achieving 逻辑主语为 it，而且 it 指代介词 during 宾语,即 the Petrochemical PTA plant upgrade。
