在这里when为什么用一般过去时而不用过去完成时

He was tall， stiff， dignified， and she was wearing the ermine toque she'd bought when her hair was yellow. Now everything，her hair，her face，even her eyes，was the same color as the shabby ermine…….

请问在这里When her hair was yellow，为什么不改成when her hair had been yellow.？

是因为在这里when做时间状语修饰bought，表示在她头大还是金黄色时期买的，had bought是相对于全文而言的，was yellow是相对于bought而言的。如果用had been yellow，是否就表示状态发生早于had bought，逻辑就错误了？

when等于at the time when, when从句是修饰bought这个动作的。
