by时间状语通常用来表示经过一段时间之后到了by所表示的时间所存在的状态或已经发生的动作。当谓语动词为动态动词表示的动作时，通常用完成体，表示动作在by所表示的时间之前已经发生了。如果谓语是静态动词表示的状态，则用一般体表示在by表示的这个时间已经处于某个状态。你的上述句子如果改用动态动词increase作谓语，就要用过去完成时。例如：

In China, the number of the people with vision loss had increased to 28.6 million by the end of last year.

再举一个例子。你手表坏了，你中午12点把表送到修表店修理，修表师傅让你三点钟来取表。他会说：

I will have repaired your watch by 3 pm. 或者

Your watch will be ready by 3 pm.

by时间状语还可以用一般体表示某件事最迟必须在某时间发生。例如你的房东对你说：
