根据句意，比较倾向于where plans are made to spend time together but are never honored解释为分隔式定语从句，被谓语动词passes隔离，where相当于in which,但是其先行词是week after week?比较质疑。似乎可以理解为两个week共用一个定语从句。week after week作主语，比较近似one after another作主语的使用。
