原因状语、目的状语、让步状语修饰的是谓语还是整个句子

各位老师，原因状语，目的状语，让步状语修饰的是谓语动词或者谓语，还是整个句子？

比如 because of, on account of, in order to 这些介词短语，例如：

I can not arrive because of bad time. 因为天气不好，我不能到达。

because of... 修饰的主句中的什么，是 can not arrive 这个谓语？还是整个句子？

同样还有这句：

I want to discuss with them in order to solve the problem.

在通常情况下，原因状语、目的状语、让步状语修饰的是动词（不一定是谓语动词，也可能是非谓语动词），而不是句子。修饰句子的状语通常是那些表示观点、看法、评价等的。

网友的句子：

I can not arrive because of bad time. 因为天气不好，我不能到达。

——句中的 because of... 修饰的是 can not arrive 这个谓语，而不是整个句子。

I want to discuss with them in order to solve the problem.

——不定式短语in order to solve the problem修饰want to discuss with them。
