“at+物主代词+形容词最高级”这是个常见结构，表示在特定时间或场景下某人或某事物处于最……的状态。

另外，have a way of doing的意思是“通常做事”。

后半句的意思是：我们通常认为风俗习惯是最平常不过的行为。

查字典可知，commonplace除了可以做形容词，也可以做名词。所以在本句中，commonplace直接是名词，most为限定词，并不是你理解的 “the most +形容词”表最高级：
