thatwho引导的定语从句,修饰的都是a significant portion of the population,感觉这一点你也看出来了。我们知道population所对应的谓语可以是单数(作为一个整体概念),也可以是复数(涉及到成员),这里可以把这两个定语从句看出对应这两点(who一般对应的就是复数,单数则可以用whichthat),这也充分体现了语言的灵活性。

《牛津英语用法指南》上(526条,第四版,可能不同版本顺序也不同)也指出这一类表示群体的名有时候可以同时使用单数形式和复数形式。
