我认为句1.The comments came 动词came (过去式）的用法在文体上不太好，因为从句exceed用的是一般现在时，这样时态上不太对应。came 应改为come比较妥。此句指的是：相关评论出现了，这里指下面提到的部长的话。as 实际是表示原因，但翻译时可以译为：随着。第二个as, 同样是表示原因。
