To whom it may concern 是英语中的习语，一般用于比较正式的信函开头，因为不知具体写给谁，才有了这样的用法, 它相当于：To the person whom it may concern. 中文一般翻译为：敬启者。类似的用法还有To those it may conern.  你没有必要作具体的语法分析，当作固定用法记忆即可。我一般理解为whom 前省略了the person. 这里已形成惯用法。你写的This gift is to whom you like，这是你从哪里看到的？还是你根据上面的用法自己推理出的？我感觉现代英语一般这样说：This gift is for the person you like 或for whoever you like. 因此，回到你的问题，whom it may concern 我理解是省略了先行词的定语从句。我们大胆推理一下，把这里的who（m)理解为融合性关系代词的一种也似乎是合理的。你可以把包括先行词在内的定语从句看作to 的宾语，而不是宾语从句。
