1.that貌似不是定从修饰problem的，或者that引导定从，跳过of介词短语(定从可以跳过介词短语，但我没见过跳过of从属介词短语这种)，修饰ways吗？
2.that是结果状语从句吗？it是指problem吗？

that = ways of presenting the problem，先行词是整个短语（of结构是ways后置定语）。
it = the problem。
