3 从句分析
请曹老师答疑解惑！
1. Railroads justify rate discrimination against captive shippers on the grounds that in the long run it reduces everyone’s cost.
问题:曹老师，一般that从句与so连用，引导结果状语从句或目的状语从句。这句话中没有so,是引导原因状语从句吗？
2. Their rules , moan the banks , have forced them to report enormous losses , and it’s just not fair.
问题:曹老师，这个moan是个动词，我感觉应该是the banks moan, 这个从句是Their rules的定语从句。为啥把moan放到了the banks 的前面了呢？
3. But NBAC members are planning to word the recommendation narrowly to avoid new restrictions on research that involves the cloning of human DNA or cells.
问题: narrowly这个副词是在这里作后置定语嘛？我好像记得只有表示时间，地点，方位等副词可以作后置定语。

1 that从句是grounds的同位语从句，grounds在此是reason的意思。可以把on the grounds that整体分析为引导原因状语从句的连词。
2 moan the banks为作插入语的引述分句，引述分句可以采用完全倒装结构。例如：“I will do it," said the man.
3 narrowly 是修饰不定式to word的。
