如果在句子开头，只能用 Whether ... or not ; 如果不在在句子开头，用whether ... or not 或者 if ... or not 都正确。但是，由于很多资料和一些词典认为“ Whether 可以与 or not 连用; if 不能与 or not 连用 ”，所以在考试中，遇到在whether ... or not 和 if ... or not 之间进行选择之一时，最好选择前者。

后面直接紧跟or not时只能用whether；若后面不是直接紧跟or not，则也可以用if（但用whether更常见）；当从句简化为不定式时却又只能用whether。例如：

I will write to you whether or not I can come. 我会写信告诉你我能不能来。

I don’t know whether [if] he will win or not. 我不知他是否能赢。

He doesn’t know whether to stay or not. 他不知道是否该留下。
