shall 用法疑问（shall用于第三人称）

Shall the students come in?

请问这里为什么 shall？shall 不是用于第一人称吗？为什么这里用于第三人称。

句子用 shall没问题，这里的 shall 表示许可（此时可以用于第一人称的）。
