whether or not 的用法

1.在网上的万能句

The issue whether it is good or not to .... has aroused a heated discussion all over the country.

______的利与弊已在全国范围内引起热烈的讨论。

疑问：whether是引导的什么从句呢？修饰issue什么呢？

2.Recently the issue of whether or not ... has been in the limelight and has aroused wide concern in the public.

疑问：这个是同样的问题介词后面不是加宾语从句么？？？怎么加了whether？

第一句： whether it is good or not to .... 是the issue的同位语，因为是从句充当的，也叫作同位语从句。

第二句：of whether or not to .... 是the issue的定语，表示同位关系。

其实，这两个结构表达了相同的意思。又如：

The question whether you will come or not doesn’t matter to me.

The question of whether you will come or not doesn’t matter to me.

也可把or not 放在whether之后：

The question whether or not you will come doesn’t matter to me.

The question of whether or not you will come doesn’t matter to me.
