被动句的完全倒装用法疑问

Ranked at the bottom of the list were the African nations of....

为什么不是：

At the bottom of the list ranked were the African nations of..

还是我的理解是错误的？请求解答！谢谢

为了表示强调，把过去分词放在句首，如果主语是名词，要用倒装结构。如：

Seated on the ground were a group of students playing guitars. 坐在地上是一群弹吉他的学生。(徐广联：《大学英语语法讲座与测试》第五版p.897)
