be made adj. 的语法现象应该怎么解释

The court affirmed that the information can be made public under the Freedom of Information Act.

被动后面应该加介词宾语才对吧，直接加public在语法上是什么现象呢？

你的句子没有问题，make sb public在主动语态和被动语态中 public的句法功能不一样：

Sb makes sth public.——public 是宾补。

Sth is made public (by sb)——public 是主补。
