1 even if 不需要are，也没有省略are。从句谓语动词为短语动词comply with，意为符合，与...一致。意为：即使州法律完全符合联邦法规。
2 动词tracks后接二个宾语，the emergence of mass media和a commercial culture（后接定语从句），只不过第二个宾语前插入了一个状语with it，it指代第一个宾语。
