never before的用法问题

请问老师:

在Never before has this city been in greater need of modern public transport than it is today中，为什么用现在完成时.

而在Never before did I see such a terrible car accident on the road中却用一般过去式。

它们同样都是Never before开头，都是以前从没有…。我怎么判断什么时候应该用哪种时态呢？

是因为第二句中有on the road才选一般过去式吗？

按照时态的规则，before是指现在以前的不确切的过去时间，谓语动词应该用现在完成时。上述第二句应该改为现在完成时。
