The newspaper says that the concert was cancelled. 报上说音乐会取消了。
In the newspaper, it says that the concert was cancelled. 报上说音乐会取消了。
It says in the newspaper that the concert was cancelled. 报上说音乐会取消了。

同意陈老师的观点。介词短语in the newspaper在句子中是状语。类似的例句还有:
(1) It says on the packet that these crisps contain no additives. 包装上说这些炸薯片不含添加剂。《简明英汉词典》
= On the packet, it says that these crisps contain no additives.
(2) It says in the paper that they've found the man who did it. 报纸上说,他们已经找到了做这件事的人。《剑桥高级英语词典》
= In the paper, it says that they've found the man who did it.
