句子结构分析

上面这句话来自一篇英文小说，想请教一下老师，and the boat rising and falling beneath us 这个结构的意思不难理解，但是这个结构没有动词，为什么不用动词rise and fall 去并列呢，前面一个句子，然后and加一个这样的结构，感觉很怪，请教老师怎么回事？

严格说来，句中的 and 宜去掉，使 the boat rising and falling beneath us…构成独立主格结构。
