句中的 he 相当于 anyone / anybody（任何人），此类用法主要见于某些谚语中。又如：

He who pays the piper calls the tune. 谁出钱，谁点戏。

He who does not advance loses ground. 逆水行舟，不进则退。

He who laughs last laughs best. 谁笑到最后，谁笑得最好。

He who makes no mistakes makes nothing. 想不犯错误，就一事无成。

He who commences many things finishes but few. 开始的事情太多，完成得反而很少。
