定语从句词法问题

我的理解是都是说一群人，但是一个是针对人来修饰所以主句谓语是用复数are，另一个说一件事情一个现象看作一个整体所以是用主句单数is修饰。求解请问老师的看法是什么，为什么一个用is 另一个用的是are?

The number of people who own cars is increasing. 这个is指得是the number，这个数量。

The number of people who own cars are rich。这里要用is.
