if, whether引导主语从句的疑问

为何这个if放前面就不可以了，像图中红圈和绿圈的句子，不是只是颠倒了顺序吗？求补充！！！

【1】连词“if”当“是否”讲时，只能引导“动词宾语从句”或者主语从句放在后面。

【2】连词“whether”当“是否”讲时,可以引导“动词宾语从句”和“介词宾语从句”还可以引导“主语从句”放在前后都可以。

备注；在以下几种情况下只能使用whether不能使用if

【1】whether和if都可以引导动词宾语从句。

【2】whether引导主语从句出现or not只能用whether不能用if。

【3】不定式to+动词原形前只能用只能用whether不能用if。

【4】介词宾语从句只能用whether不能用if。

【5】当宾语从句提到句首表示强调，只能用whether不能用if。

【6】只能用whether引导主语从句(放在前面)，表语从句，同位语从句。

【7】为了避免歧义，动词discuss用whether引导宾语从句，不用if引导。
