stage是时间还是模糊地点

The baby has reached the stage___he can stand up.

这个题为什么stage不能理解为时间概念，填when呢?

The baby has reached the stage where he can stand up

= The baby reach the stage in which he can stand up.

参考译文：婴儿已经到了可以站起来的地步/阶段了。

解答：填关系副词“where”引导限制性定语从句，表达达到某种程度/某种情形。关系副词where=in which
