过去分词作定语可以表示将来动作吗

一般认为过去分词作定语与不定式被动式作定语的区别是：不定式作定语表示尚未发生的动作，而过去分词作定语则表示已经发生的事情。如：

The plan to be discussed tomorrow is about investing our money in a new business enterprise.

The plan discussed yesterday is about investing our money in a new business enterprise.

但我也一篇作文范文中看到这样一个句子：

The new building put up next year is a library.（意思是要表达：明年新建的大楼是一座图书馆）

请问：这里为什么用过去分词 put up，而没有用不定式的被动式 to be put up 呢？这句的语法正确吗？如果正确，过去分词作定语与不定式被动式作定语的有何区别呢？谢谢！

过去分词短语作定语相当于被动语态的定语从句，所表达的时态可以是一般时、过去时或完成时。进行时用being done，将来时用to be done。比较：

The film shown in Lushan Cinema every day is Romance on Lushan Mountain. 庐山影院每天放映的影片是“庐山恋”。（表一般时）

The film shown in Lushan Cinema last night is Romance on Lushan Mountain. 庐山影院昨晚放映的影片是“庐山恋”。（表过去时）

The film shown (already) in Lushan Cinema is Romance on Lushan Mountain. 庐山影院放了的影片是“庐山恋”。（表完成时）

一般地，过去分词作定语时不能表示将来。你在作文范文看到的句子应该是病句，可改为：The new building to be put up next year is a library.
