1. That I should see a college student arrested for stealing!（我竟看到一位大学生因偷窃被捕，真是令人深思呀！）
2. Oh that I could see him again! = I wish that I could see him again!
句子出自章振邦语法书表示假设意义的章节，开头的that是什么词性？作什么成分？还是仅仅是语气词？

that为连词，在从句中不做成分。词典有关于that这个用法的释义和例句。如《韦氏高阶》连词that释义的第五条
5 literary — used to introduce a clause expressing surprise, sorrow, anger, desire, etc.
Oh, that he would come back! [=I wish that he would come back]
That it should come to this! [=I am very shocked, disappointed, etc., by this result]
