你的理解基本正确。bring it about,这里的意思等于 make it happen, bring about 属于固定搭配,意思导致什么发生。原文提到有位男士想和作者认识,但又不愿努力去实现这个愿望,所以一直没能如愿以偿。we 表示两个人都没能促成这件事。黑体部分可以翻译为:我们从来没有促成这件事。
