请问这里的 focusing…后的部分是作为 more targeted restrictions 的非限定性定语还是作为 the financial hub 的伴随状语呢?

谢邀答。从句义和表述逻辑来看，显然应该理解为非限制性定语，是对restrictions的一个补充性说明。

应该是伴随状语，理解为定语也可以（有些勉强）。句子的行文不仅涉及语法，还涉及用词。整个句子看来，关键的动词：try to avoid, rely on, 和 focus on,很显然，这几个动词在语义上是平行的，是一个层次的，都是表述主语的做法。故为伴随状语。

理解为定语也可以，只是有些勉强。
