followed by 前面为什么没有be

一篇关于泰坦尼克沉船文章中一句话：

这句话里单词followed后面有单词by，还有语意也表示船头下沉的状况是被船尾下沉尾随，那是不是followed的前面应有be表达被动语态才对？
