He is as tall as me.
The sentence means:
A. We are of the same height.
B. He is not shorter than me.
我觉得答案应是:He is not shorter than me.
因为 A is as...as B 的实际意思是 A is at least as...as B,也就是 A is not...er than B(其中的比较级改用原来形容词的反义词),即:
He is as tall as me.
=He is not shorter than me.
= He is at least as tall as me.

He is as tall as me.=He is at least as tall as me. = He is no shorter than me. 他至少和我一样高,他不低于我,那么有没有暗含他可能比我高呢?没有。如果高于我,就要用than了,或用否定形式的not as... as...
as ... as 我们通常称之为“同级比较”。 He is as tall as me 他和我一样高,强调至少不低于我的意思。当然也不能高于我。同样,如果是He is as angry as me. 意思就是他至少和我一样生气,强调他不会比我高兴。
其实,我给大家一个简单的理解方法:你把它先变成否定句就好理解了。He is not as tall as me. 英语的思维逻辑直译为:他不是和我一样高。那么按我们中国人的思维,有时会出现模糊,他和我不一样高有两种可能:1. 他比我高 2.他比我矮,这都属于不一样高。那么此句英语的含义是什么呢?英语的思维方式是他不如我高,即他比我矮。这样我们再去掉not, 回到He is as tall as me. 此句去掉否定的意思了,即他和我一样高,不会比我矮,也就是他至少和我一样高的含义了。
其实,《剑桥语法》的解释和我们平时说得同级比较意思是一样的,只是作者换了个描述角度而已,用普通人不太熟悉的抽象的学术术语描述了一个普遍的语言现象而已。其实有时字典的解释更为清楚,如《剑桥词典》对as...as... 的释义为:We use as + adjective/adverb + as to make comparisons when the things we are comparing are equal in some way. 这里用的equal, 即等量的意思,如果一方高或矮,就都不是equal了。https://dictionary.cambridge.org/grammar/british-grammar/as-as
