你的理解基本是对的，本句中than are/is 都是对的。但是这里的区别我们应该弄明白。但为什么有than are necessary, 是因为受比较对象的影响。例如问题句：You can’t use more words than are necessary. 这里的比较对象为words（复数）, 所以than 后=than the words that are necessary. 赖世雄语法书的解释就是这样的。
其实如果用than is necessary，也对，即=than it is necessary that you should use.
我再提供几个用复数的例句：
1. As
we will see later, this inevitably costs society more resources than are necessary for any desired level of national
defense. 比较对象为宾语resources
（复数）所以后面用复数。
=than the resources that are necessary for any desired level of national defense.
如果用is necessary 也对，那就要理解为than it is necessary that it should... 这种结构）
2. The
fact remains though we may be overdoing to the point of having more officers than are necessary. （分析同上）
3. More people
work in the distributing and selling of garments than are necessary. （这个比较对象为主语people(复数)）
我个人的观察是当对比对象为复数名词作宾语时，than are 结构多见，复数比较对象作主语时也可以用复数，但不如宾语时更多见。我想你看的这本书的作者可能是这样考虑的，但实际上is 也对。
我再举个《剑桥语法》例句：
He lectured on more topics than were included in the syllabus. （该书第1120页）
作者解释：the comparative phrase is the NP：more topics.
作者认为比较对象为topics，但作者没有进一步谈到为什么than后面用了were. 我想作者可能是认为这是不言而喻的道理。他也许没有想到非母语的读者竟然会对这里应该用单复数纠结。在母语人的思维里，这是再简单不过了。
黎老师提到的《牛津用法指南》的例句：
He worries more than is necessary. 他担心过度。
这个句子不同，它没有复数的比较对象，所以不能用are necessary. worry为不及物动词，实际此句比较的是worry的程度,相当于He worries more (seriously) than is necessary. 即 than it is necessary that he should worry ( seriously). 《牛津用法指南》的作者重点是解释than 作为类似于关系代词的用法，他也不会想到我们的疑问可能会在be的单复数上。另外补充一句，该作者也没有提到比较对象为主语，或特别是作及物动词的宾语时，是可以用what的。如：
Everyone here has more than what is necessary.
Promotions go to the one who is willing to do more than what is necessary to get by.
这里的has/do 实际上后面省略了宾语something. 大家学习中要注意一点，任何语法书，作者没提到的东西，不等于就一定是错的，任何书的作者都不可能面面俱到，否则就不会有各种版本的语法书了。用字典也是一个道理。
