not as many是什么用法（为什么少了一个as）

前面一个问题：

有这样一个句子：

Unfortunately, not as many who took part had taken action to save water and energy in their homes.

摘自高中英语北师大版必修三的第40页。

请问这里的 as many 后面为什么缺少一个 as 啊？

这里的not as many是和前一句的内容相比较的，不必加什么as，如：

Dozens of arrests were made in New York over the weekend as well, though not as many as in Chicago.

FORBES: Global 'Occupy' Protests Lead To Violence In Rome, Arrests In Chicago

It's cleaned up the streets, the people are more responsive to you, not as many kids throwing rocks at you, you know.
