根据韦氏高阶，cut back 表示“减少”时可用作及物或不及物动词，但涉及“使用”（use）时，为不及物动词（不接宾语，或后接介词on再接宾语）；涉及“大小或数量”（size or amount）时，为及物动词，可直接后接宾语。网友的句子后接 the use of...作宾语，所以此时的 cut back 为不及物动词，其后应有介词 on：
