如果你仔细分析句子的逻辑意义，你就会发现if虚拟条件从句并不是修饰was still on the table的，而是expanding existing sanction的补充说明，是动名词短语的补充语（剑桥英语语法的分析）。其实句子的顺序调整一下就更清楚了：
He also reiterated President's position that the possibility of expanding existing sanctions, if the situation were to escalate. was still "on the table", if the situation were to escalate.
正因为主句和宾语从句的谓语动词说的都是过去事实，所以二个动词都用陈述语气。如果把possibly的修饰语改为that从句，则that从句就需要用虚拟语气了：... the possibly that the US would expand existing sanctions if the situation were to escalate...。
