at the time是介词短语，不是连词。如果at the time后接从句，则该从句是time的限制性定语从句, 在主句中作时间状语的仍然是一个介词短语。定语从句可用关系副词when或that引导，也可以省略关系副词that。用when为正式语体，用that或省略that为非正式语体，尤其是省略that。语法考试通常以正式书面语为标准，所以在考试中应该采用正式语体不省略关系词，而且用when要比that正式，所以参考答案给出when。

非正式语体省略that是很常见的。例如：

At the time he resigned, he mentioned a " recent personal loss. "

At the time he met The Chronicle, Lewis was living at the Zen Hospice.
