我同意曹老师的解答。如果排除一般现在时表示的 “习惯意义”，我从另一个角度作一解答，因为这个句子到底想表达哪种意思，不清楚。

对不起，我看成是：there will be more than 70000 individuals who go missing. —— go missing 用一般现在时表示将来意义，时间上主句一致。
