不能孤立地看待这个问题，关键要看句子比较的是什么成分。原句的主句不完整，至于比较的内容不清楚。

我们用网友其中的一个例句做个比较：

1. International travel is much cheaper than it seems. 国际旅游比想像中便宜。

2. This item is much cheaper than what you bought. 这件商品比你买的便宜多了。

第1句，比较的是同一个事物，意思是，实际价格比表面价格便宜。比较项是形容词cheap，它是 seems 的表语，必须省略，可以暗示由 than 充当。

第2句，比较的是两个事物的价格，哪个便宜。也就是说，两个主语 this item 和 what you bought （名词性从句相当于名词的作用，实际指某件商品）作比较。what you bought 是比较从句的主语，后面实际上省略了 is 而已。等于： This item is much cheaper than what you bought is.

假设 more than what it seems 是对的，那么 what it seems 是名词性从句，相当于一个名词作比较从句的主语，后面一定是省略了某个成分。我设计了一个含有 more than what it seems 的句子，虽然啰嗦了一点。

This painting counts more than what it seems (does). 这幅画比它看上去的样子重要。或：这幅画的重要性不止是它看上去的样子。
