only+状语置于句首会引起部分倒装——这个句首是指自身句子的句首。按下面这个句子结构去理解即可：

Only when the fire was under control would the residents be permitted to return to their homes.

如果把它变为主语从句或宾语从句，倒装不受影响：

It was announced that ...（主语从句仍然使用倒装语序）

They announced that ...（宾语从句仍然使用倒装语序）
