3. where 除了表示“地点”外，还可以引申为“处境；境况”，此时与 at 搭配，表示人们所处的社会地位、身份、生活状况等含义。如果没有 at，那就是纯粹的地点概念。

4. 不定式的意思是：了解人们处于什么样的生活状态并提供帮助。
