双引号的用法疑问
请问各位老师，为什么这句话的双引号在下面的段落中不是代表的反讽的意思呢？broadly protect the range of habitats
As Nature went to press, the Australian government had not responded to specific criticisms of the plan. But Robin Beaman, a marine geologist at JamesCookUniversity, says that the reserve does "broadly protect the range of habitats" in the sea. "I can testify to the huge effort that government agencies and other organizations have put into trying to understand the ecological values of this vast area," he says.
我理解成反讽的原因是：双引号没有打在从这句话上says that "the reserve does broadly protect the range of habitats in the sea."
补充一点：前面的几个段落讨论的是科学家们反对政府的这项措施。

says that ... 提示这是间接引语，但其中引号内部分是Robin Beaman的原话。这和反讽没有任何关系。
