when compared与when comparing

When compared with the size of the whole earth, the biggest ocean does not seem big at all.

请问老师，这句话里面When compared，为什么不可以换成comparing呢？我觉得这句话并没有被动的含义，为什么不可以用现在分词呢？谢谢！
