你可以把它理解为省略句，也可以把它看作一种特殊句式。请参考《朗文英语语法》第13章的解释：13.37.3 Some functional uses of 'Why...?'

Why + verb often conveys the meaning of 'It's not worth the trouble to ' or 'I don't think you should' Why+动词表示“不必做某事”的意思。例如：You're fully insured so why worry?

你的What does it hope to achieve? 不能省略为What hope to achieve?

1. why/why not 后常跟动词原形，询问“为什么做某事” 或 “为什么不做某事” ，表示建议。有时含有强烈的反问口气。

It's so cold here. Why stand here so long？这里这么冷。为什么站在这里这么长时间呢？

You can't find a job here. Why not try another city？你在这里找不到工作。为什么不到另一座城市试一试呢？

2. 注意：why 之后省略成分，通常主语是对方you，有思想意识的人。网友提供的两个句子，第一句主语是you，可以把操作词和主语一并省略，剩下动词原形；第二句主语 it 指无生命的“事物”俱乐部，不可省略。
