如果where在这里引导表语从句，总感觉后面像少了点什么东西，比如 Universities are where THAT talents can be ....

就像是前面作表语引导词，后面又需要用一个定语关系词来详细说明where

所以这句话是正确的吗？如果是，那么where在此处作什么成份？

where在此为融合型关系副词，等于 the places where, 引导名词性关系分句。大学是...的地方。
