请问在这个句子中，that引导的从句是充当什么成分？

A NATO official said that its policy towards Russia remained consistent that it had strengthened its defense in response to Russian aggression while remaining open for meaningful dialogue.

我一开始的想法是that引导的是同位语从句，充当consistent的同位语，但是不确定有没有形容词同位语这一说法。

另外的想法就是引导是的表语从句，但是又说不清楚consistent在该句的作用成分。

所以还请老师帮忙解惑。

that从句为结果状语从句，属于so that引导结果状语从句省略了so。例如赵俊英《现代英语语法》that引导结果状语从句的例句：

Something may be wrong that the machine has stopped running.

The students studied very hard last term that they got good marks in the examination.

that可以翻译为因此，所以。
