此处答案为joins，说是客观事实，我不是很理解，“加入”这个动作不是发生在过去吗，为什么不能用joined？

改用现在完成时，说明 “已经进入这个行列” （不宜译为”加入“）。如果时间从句用过去时 joined，而主句是 has increased，造成时态不一致。

这是汉译英的句子，英语翻译有误。中国加入中等收入国家行列并不是现在的事情，而是过去的事情，句子应该用since引导时间从句，从句用一般过去时，主句用现在完成时。如果要用as引导从句，则主从句都用一般过去时。
