上面的句子出自高中英语新教材人教版必修一第1单元（p29）。
请问这里的 on what date 可以说成 at what date 吗？另外，这样用的介词可以省略吗？

用on what date是比较正式的用法：
On what date did Bleriot and Latham arrive at Calais? （新概念第三册P91）
这里的on可以省略，显得不那么正式，这样的例子并不少见：
I've got a bit muddled. What date are we leaving?( 朗文多功能英汉双解词典第5版P906)
What date did they get married?( English Grammar today2011版Dates词条下)
What date do you break up for the summer holidays?（Longman Phrasal Verbs Dictionary2000版P38）
确实与（at）what time的用法有类似之处，可以这样理解。
至于说at what date这种用法，有倒是有，只是非常少见，不建议这么用：
At what date do you intend to possess yourself of the house?（Longman Dictionary of Phrasal Verbs by Rosemary Courtney1983版P439）

On what date 也可以说成at what date,但后者远不如前者更常见。例句：At what date is it permissible to start eating the tree? （出自美国媒体）
用在句首时有时也可以省略on. 如：What date will you turn 59 and a half, the age you can begin drawing from your retirement funds? (外媒例句 https://www.bizcalcs.com/date-given-age/）。我想道理和(at) what time相似。

不可以使用 at，也不可以省略 on。
介词 at 表示时间时，指非常具体而确切的时间点，如 at ten (o'clock), at noon, at daybreak, at dawn, at dusk, at midnight。本句 date 指某一日，某一天，跟星期中的周几一致，用 on 是正确选择。
on what date 是介词短语在本句作时间状语，如果省略了 on，那就是名词性词组，只能起名词作用，如作主语、宾语、表语等。例如：
