为什么用whoever而不用who引导主语从句

为什么这里用whoever不能用who呢。who可以在主语从句中充当主语呀?

可以用 who。who 作为融合型关系代词，多为古英语用法，现已不常见。

在这个句子中，whoever throws the rubbish away at will =any person who throws the rubbish away at will , 所以，不能把 whoever改为who。
