第一句，进行时表示背景，你可以说it snowed （it started to snow)when they were on the way to school.when决定这两个瞬时动词必定有一个是背景，一个是瞬时动作。所以不能替换。

第二句，while表示同时，when一般强调一种包含关系，也就是背景和瞬时动作关系，一般不可以换成when和as，但这跟出现的动词有关，此句不可替换。

最后一句原句确实有误，因为这里很明显可以看出pay是背景，别人叫是瞬时动作，pay一定是进行时的，而hear sb doing sth肯定可以表示瞬时动作，所以，刘老师说的对，你改的不对。
