We find that test-requiring institutions increased student diversity to the same degree as that of test-optional institutions.

我自己想了一种情况（如有错误还请老师们纠正）

that 指代 student diversity, 即 as student diversity of test-optional institutions (increased), as 做比较从句中的宾语。

句子有误。这实际是一个含有比较从句的复合句，比较从句省略了成分。传统语法把 the same...as... 结构，认为是 as 引导定语从句。

that of ...讲不通，as student diversity of test-optional institutions increased，与主句比较的对象不对应。应改为：
We find that test-requiring institutions increased student diversity to the same degree as test-optional institutions did（=increased student diversity）.

这个句子的错误，跟这个句子是完全一样的：I like English to the same degree as that of Tom.

主句的主语是“我”，从句的主语是“英语”。而且还是 English of Tom ，你认为讲得通吗？

正确的表达是：I like English to the same degree as Tom does （= likes English）.
