我用两个句子来说明这个问题：
It requries patience and perseverance to do the work. （it 形式主语，不定式是真正主语）
It requries the robot to do the work.（it 是人称代词指代前文讲的某个事情，不定式作宾补）

以上两句，it 可能是形式主语，也可能是人称代词，指代前文讲的某个事情。判断方法如下：
如果 it 是形式主语，那么 require 接单宾语，而且宾语是抽象名词；如果 it 是人称代词，那么 require 接复合宾语，不定式作宾补，而且宾语是普通可数名词。反过来推断，也是如此。
由此判断，网友的句子是后者，跟第二句一样的结构。
